Esclusione Lista PDL nel Lazio, Diego Sabatinelli, segretario della Lega Italiana per il Divorzio Breve e Candidato nella Lista Bonino - Pannella per la Regione Lazio, presente al momento del deposito delle liste presso il Tribunale di Roma, racconta come sono andati i fatti, quelli veri
Come notorio in data 27 febbraio 2010 scadeva, alle ore 12.00, il termine per la presentazione delle liste di candidati per le elezioni Regionali del Lazio.
Come altrettanto noto, per aver avuto una straordinaria eco mediatica, i delegati del Partito PDL, hanno mancato di depositare la Lista dei candidati per la circoscrizione elettorale di Roma e Provincia.
I motivi per i quali questo è accaduto sono stati ampiamente sviscerati da tutta la stampa nazionale e locale e la circostanza è stata per lo più attribuita, da alcuni autorevolissimi esponenti dello stesso Pdl, oltre che da Ministri e componenti del Governo, all’incapacità e alla superficialità dei delegati. Nel tentativo di far fronte e di giustificare ai propri elettori il mancato deposito della Lista, i rappresentanti politici del PDL, dopo una prima mezza giornata di sconcerto e smarrimento, hanno tentato di ricostruire la vicenda - a partire sostanzialmente da una manifestazione convocata a Piazza del Popolo a Roma il 28 febbraio 2010 e per bocca della Candidata Governatrice del Lazio, sig.ra Renata Polverini - in termini di aggressione e di atti violenti dei radicali che avrebbero, con la violenza appunto, impedito il regolare deposito delle liste.
Questi i fatti:
Sabato 27 febbraio 2010, Diego Sabatinelli si trovava nell’area dell’Ufficio elettorale centrale costituito presso il Tribunale di Roma per attendere, in qualità di delegato della Lista Bonino-Pannella, al deposito della Lista per la circoscrizione elettorale di Roma e Provincia, incombenza che aveva già espletato essendo in attesa di essere chiamato per ricevere la copia del verbale di presentazione.
Verso le 12. 30, quindi già in un momento successivo allo scadere del termine per la presentazione delle Liste, il sig. Atlantide Di Tommaso, insieme al sig. Gerardo De Rosa, rispettivamente delegato effettivo e delegato supplente della Lista del PSI, notavano il sig. Milioni, delegato alla presentazione della Lista del PDL e personalmente conosciuto dal Di Tommaso, approssimarsi nell’area delimitata dell’ufficio elettorale, proveniente dall’esterno del Tribunale con della documentazione tra le mani.
Quanto sopra avveniva contestualmente con l’aver notato, in particolare il sig. Gerardo De Rosa, che l’altro delegato al deposito della lista del PDL, presumibilmente il sig. Polesi, da qualche minuto rimaneggiava il materiale contenuto nello scatolone contenente le firme necessarie per la presentazione della Lista.
Tale atteggiamento suscitava in De Rosa e Di Tommaso un alone di sospetto posto che l’Ufficio elettorale era libero da circa 15 minuti ma il Polesi, quale delegato supplente o principale che fosse della Lista del PDL, non si accingeva ad entrare nella stanza per dare inizio alle operazioni di deposito, come avrebbe potuto fare se solo avesse avuto con se tutta la documentazione necessaria; invece il Polesi non era evidentemente pronto, essendo in attesa di ulteriore documentazione, che difatti giungeva dall’esterno portata dal Milioni.
La scena del signore chino sullo scatolone, presumibilmente sig. Polesi, veniva ripresa dal sig. De Rosa con il proprio telefonino, fino a quando, giunto all’interno il Milioni, quest’ultimo, dopo aver chiesto all’uomo chino sullo scatolone se conosceva la persona che stava facendo il video, e avendone ricevuto una risposta negativa, si avvicinava al medesimo De Rosa dicendogli “e mò lo stai a fa apposta”.
A questo punto il De Rosa richiamava l’attenzione dei carabinieri sulla circostanza dell’entrata nell’area, ben dopo il termine delle ore 12.00, del sig. Milioni che recava con sé l’ulteriore documentazione portata solo allora dall’esterno, e contestualmente veniva indicato alle forze dell’ordine presenti alle quali i delegati chiedevano contezza di quanto andava accadendo. A quel punto il sig. Polesi ed il sig. Milioni - che aveva sempre con sé l’ulteriore documentazione mancante – senza che vi fosse alcuna violenza o minaccia, ma mentre era in corso una discussione tra i delegati presenti con i responsabili dell’ordine che avevano consentito, dopo la scadenza del termine, che fosse introdotta nell’area della nuova documentazione, spontaneamente si allontanavano, uscendone, dall’area delimitata dell’Ufficio elettorale centrale; quasi come se uno seguisse l’altro.
I due, dopo essersi allontanati ed essere usciti dalla visuale di coloro che erano dentro l’area delimitata, rimanendovi per diversi minuti, tentavano, alle ore 12.45 circa di far rientro nell’area, ciò sempre con il sig. Milioni che portava con sé l’ulteriore documentazione mancante, riconosciuta nell’atto denominato Atto Principale di presentazione di una lista, insieme ai lucidi dei simboli e ad alcuni fogli presumibilmente relativi alle accettazione delle candidature.
Nel frattempo, prima cioè del tentativo di rientrare dei due delegati del PDL, era già intervenuto il magistrato responsabile dell’Ufficio, chiamato dai delegati delle altre liste e dai carabinieri, al quale i medesimi delegati degli altri partiti stavano spiegando l’accaduto, mentre le forze dell’ordine, su disposizione del magistrato presente, si posizionavano in modo da presidiare l’ingresso dell’area delimitata.
Cosicchè alle 12.45, al momento del tentativo di far rientro nell’area delimitata da parte dei due delegati del Pdl, gli stessi non solo sono stati visti giungere da fuori anche dal magistrato presente, ma trovavano l’ingresso presidiato dalle forze dell’ordine.
A questo punto è seguita una discussione, tutt’altro che animata, dei due delegati del PDL con il magistrato, e mentre ciascuno spiegava le proprie ragioni , ivi compresi gli altri delegati degli altri partiti, oltre al Sen. Pallone del Pdl nel frattempo giunto sul posto insieme ad altre persone, Atlantide Di Tommaso e Diego Sabatinelli si sdraiavano in terra davanti alle forze dell’ordine poste a presidio dell’ingresso, in un gesto simbolico, non violento e semmai finalizzato ad osservare dal basso che non venissero passate delle carte furtivamente tra le mani dei presenti. Il gesto di stendersi in terra di Atlantide Di Tommaso, così come quello di Diego Sabatinelli, non ha avuto dunque alcuna incidenza causale con la mancata presentazione delle liste da parte del sig. Milioni o del sig. Polesi, non rappresentando alcun tipo di ostacolo, tanto che gli impiegati passavano tranquillamente ai lati dei corpi stesi. Non v’è stata alcuna minaccia, fisica o verbale e non v’è stato, mai, neppure per un secondo, alcuna violenza, costringimento a fare o a non fare qualcosa, così come non v’è stato alcun contatto fisico tra i delegati delle liste. Tanto più che erano presenti molti uomini delle forze dell’ordine e giornalisti, oltre che un magistrato.
Il tutto si concludeva dopo pochi minuti quando, udite le parti, il magistrato diceva a tutti i presenti di lasciare i locali. A seguito di ciò Milioni e Polesi si allontanavano dalla zona delimitata, abbandonando quella parte di documentazione che si trovava all’interno dell’area e portando con sé, il Milioni, quella della quale non aveva mai perduto il possesso.
Nel percorso lungo l’uscita il sig. Milioni ripetutamente tentava di giustificarsi, udito anche dai giornalisti che ne facevano un video registrato, dicendo di essere giunto in ritardo, alle 12.30 circa, perché si era fermato a mangiare un panino.
Nota alle agenzie, lunedì 1 marzo 2010
"Al Presidente del Consiglio dei ministri, on. Silvio Berlusconi, "Presidente di tutti gli italiani" - ha dichiarato Diego Sabatinelli, radicale, Segretario della Lega Italiana per il Divorzio Breve - rivolgo un appello affinché intervenga immediatamente per ripristinare la verità, quella vera e non romanzata, sui fatti accaduti sabato 27 mattina. Non è più tollerabile ricevere accuse di aver usato violenza nei confronti degli incaricati del PDL a presentare la lista provinciale.
Ai fatti hanno assistito gli incaricati delle altre liste presenti, i giornalisti delle agenzie stampa, le forze dell’ordine ed il magistrato. Nei filmati è visibile chiaramente la presenza del magistrato e delle forze dell’ordine: come è possibile accusarci di aver usato violenza? Si vuole intendere per violenza l’aver richiamato l’attenzione e denunciato ciò che stava accadendo, ovvero il tentativo di presentare la documentazione abbondantemente oltre il limite previsto dalla legge?
Presidente, non le chiedo solo di far rispettare la legge, ma di impedire ai dirigenti del suo Partito di alimentare immotivatamente l’ira degli elettori del PDL contro chi non ha responsabilità alcuna, e solo per coprire la palese incapacità e leggerezza dei loro rappresentanti".
